Changes at world level, and Competitive Motor Sport is not immune from these changes. The Management of the Clube Sports da Madeira is aware
of that reality and of the economic and financial difficulties of the Region and of the option taken, by the Regional Government, to lower financial
support to Sporting Events with international renown, faced with the current economic and budgetary situation and with the great uncertainty with
regard to the political future of the European Project such as we imagine and conceive it.

And if it is a time of difficulties for some, they transform into a time of opportunities for other countries and regions, which with greater financial
resources and with a stake in the promotion of tourism through Motor Sport Competitions, they are, with their competitions, coming up to the highest ranking of the Championship of World and of
Europe Rallies, relegating to second level Competitions with a past and a record of success in those Championships.

With a long history and successor to the famous ‘Tours of the Island’, the Madeira Wine Rally holds a top position of prestige and regard among the
elite of the International Rallies, being considered one of the most spectacular and competitive Rallies on asphalt.

In 2016, and for these reasons, we will have a, let’s say, ‘more modest’ version of the Madeira Wine Rally, as has happened in recent years. But it
has not prevented us from having an excellent list of entries of many experienced and fast drivers, who know well the roads of Madeira, which allows
us to affirm that we shall have a very competitive and spectacular competition.

And, the Madeira Wine Rally continues to be the greatest Socio-Sporting Event to take place annually in Madeira and that which from a tourism
point of view most promotes the Island and its famed wine.

The Rally is experienced and embraced by all Madeirans like no other event organized in Madeira. It mobilizes not only all the residents and the
tourists which visit us that week, but also all our extensive emigrant community which accompanies us in the diaspora with fervour and a fair amount
of emotion through RTP International and the other international channels.

It is also fundamental for the energizing and development of the Regional economy, since as in the historic tradition of the ‘Tour of the Island’, its
itinerary passes through all the District Councils of the Region, bringing potential and dynamism to the sections of Rural Tourism, as well as to the
Restaurant and Bar establishments in the places where the Rally passes through.

As well as external promotion, the event is a strong incentive to the regional economy given that about 80% of the value of financial subsidy is for
the payment to companies supplying goods and services to operate in Madeira, including the payment of VAT in relation to those supplies.

At this point, we would like to offer our apologies for the upheaval caused to normal road and often pedestrian circulation, especially to all those who
are hindered in the access to their homes and places of work, and who are not supporters or do not appreciate this sport. We would like to thank
you for your kind consideration and understanding.

We would like to thank the Regional Government, the Town Halls of the Region, the Official Sponsors and other Sponsors and Businesses who
maintain their financial support, and all those who collaborate with the Organizing Body of the competition. Without the commitment and contribution
of everybody, many of them anonymously, it would not be possible to place on the Roads of our lovely Madeira another Edition of the Madeira Wine
Rally, the 57th Edition of the ‘Tour of the Island of Madeira’.

A special thanks to all the organs of social communication who will be present to cover the Competition, particularly RTP and RTP Madeira, who will
make direct broadcasts not only to the Region but also to Continental Portugal, the Azores and to all the countries where RTP International is present.
And to the TER team – Tour European Rally, who will promote and project the images of Madeira and of our Rally on the main world speciality channels.

The Madeira Wine Rally 2016 will continue to be a competition organized under the aegis of the FIA and FPAK, counting for the FIA European Rally
Trophy, for the Iberian Rally Trophy, for the National Championship and for the Coral Rallies Championship of Madeira. As well as that, it is included
as founding organization of the new TER – Tour European Rally – a project initiated this year, in order to promote Rallies and Regions with different
Touristic destinations, and could come, in the future, to be an important Rallies Trophy at European level and which guarantees the presence of
promotional images of Madeira and of the Competition in more than 40 countries at world level by means of specialized motor sport channels.

To all the participants, competitors, assistants, police and military forces, with security we renew our heartfelt thanks, for your availability, commitment
and professionalism which you provide in the participation and organizing of the Competition.

We look forward to meeting you all in the first week of August, to be present at another great and competitive sporting spectacle.
